Bulma's father is the one that created the Capsule technology you seen them all use when they want a vehicle. Bulma is also a genius herself because she was the one that created the dragon radar that goku uses which the doctor in the last episode couldn't figure out how to fix it because he said it was too advance for him.

Yeah, Bulma is deceptively intelligent. She comes off as an airhead at times (likely because she’s still somewhat immature and very hormonal at this point), but she’s actually a veritable genius—particularly when it comes to machinery and technological things. She can also be incredibly resourceful in a pinch. Don’t let the teenage girl nonsense fool you—Bulma’s definitely more than she seems. She’ll probably surprise you more than once, and I say this only remembering random snippets from this series. (I’m much more familiar with Dragon Ball Z.)
