Dragonball, if I’m not mistaken, was written by Akira Toriyama (R.I.P), who had to write the story and draw the characters. And he had to do all this under a strict deadline. So a lot of Dragonball is written as he and the fans went along with it. I believe the anime, which was in production as well, was even ahead of the manga at certain times hence why there is so much filler. The filler is great, don’t get me wrong.
