Ah, you got it backwards, he wasn't a man who turned into a wolf with the moon, he was a wolf who turned into a man with the wolf. As such, without the moon, he could never turn into a man. It is also why his name was Manwolf, and not Wolfman. It was explained during the episode where they drew numbers.
