You have to realize that both Goku and Krillin already have the basics fundamentals of Martial arts down, and Roshi knows that. If Roshi were to teach those fundamentals, it would be a waste of time because it would be very redundant. His main focus is to increase their strength and speed to compliment what they already know.

Launch wasn’t kidnapped she went with Goku and Krillin to escape the police and agreed to stay with them and Roshi in order to hide out from the police. Plus she has a 1 Million Zeni bounty on her head so staying on an island limits the people that see her
