Roshi lied when questioned by Tien about the Evil Containment Wave because he was already dead-set on performing it himself as a last resort if it came down to that. This is because Roshi has great confidence in the next generation and wants to pass the torch. The Evil Containment Wave is a move that claims the user's life when performed.
If only Chiaotzu had used his telekinetic power to hold the jar still. But for the sake of having something to watch, dragonball characters can't always be critical thinkers.
Can't blame Roshi for not hitting the rice cooker, it is a technique that can claim your life, so he wouldn't have a lot of opportunity to fully master it, i imagine.
I genuinely can't wait for you to see tomorrow's episode in my opinion tomorrow's episode has the biggest wow moment for the arc.

Roshi didn’t exactly “miss” even though he said he did. The jar moved. He hit exactly where it had been. So he missed, but he didn’t “miss”. If that makes sense.
