Technically King Piccolo did give order to Piccolo Jr but to her it didn't feel that way since the baby wasn't hatched yet. Tamborine, Cymbal, and Drum got the order directly after they hatch, but not Piccolo Jr. She wasn't sure if Piccolo Jr can hear the order.
I know you have to talk since it is a reaction video, but sometimes while talking you miss details. Kami isn't a name, in Japanese, Kami just means God. That's why Yajirobe said Kami doesn't exist. When Goku told everyone back in Kame house that he's going to meet Kami, everyone looks very surprised. Because Goku says he's going to meet God.

Yeah the story that Roshi told was from an out of universe perspective just made up by the staff before the actual author explained it.
From inside universe perspective it's probably just a legend (That is not really true).
